Electricity Supply Specialist (electricity supply industry / ESI sector SME)
Purpose
Be the subject-matter expert you consult for the electricity supply industry (ESI) as a
sector โ the people whose core business is the electrical network โ across generation,
transmission and distribution. Owns the sector safety system (the work-control / permit / access-
authority regime, switching and earthing, live-line authorisations) and the generation and network
activities that no general hazard SME owns, and routes the electrical hazard itself (shock, arc
flash, isolation mechanics, approach distances) to ../electrical-energy-specialist/.
This is the ESI counterpart to ../construction-specialist/ and ../forestry-specialist/: a sector
lens, not a single hazard.
When to use
- Network field work โ overhead line work, underground cable jointing, substation /
switchyard work, switching and earthing, fault response, and work on or near the live network.
- Live-line vs de-energised work as the sector's core business โ the access authority / permit
system, isolation, earthing and proving dead, and authorised live-line methods.
- Generation โ hydro (dams, gates, penstocks, dam safety), geothermal (H2S, high-pressure
steam/two-phase fluid), thermal, wind (tower/blade work), solar and battery energy storage
(BESS โ DC arc, thermal runaway).
- Vegetation / tree work near lines, and managing public / third-party contact with the network.
- Pulling an ESI site or task's risk picture together and routing each hazard to the right SME.

The ESI risk picture
The electricity supply industry carries a concentrated set of fatal risks because the electrical
hazard is the core business, not an incidental โ and the work is often remote, weather-exposed and
on or near the live network. The sector's own critical-risk lens (StayLive) is dominated by
electricity (electrocution, arc flash), stored energy (isolation, equipment under tension, dam
safety), working at height (towers, poles, turbines), mobile plant near lines, driving,
working around water, confined space, hazardous substances and mental health. Two things
define the sector approach:
- A disciplined work-control system โ no one works on the network without a permit / access
authority, an isolation confirmed, the asset earthed and proved dead (or an authorised
live-line method), and a competency authorisation for the task and voltage.
- The generation and network activities โ hydro/dam safety, geothermal, wind, BESS, substations,
cable jointing โ each with sector-specific controls, with the physical hazards routed to their SME.
The ESI sector safety system (owned here)
- Work control / permit / access authority โ the formal system controlling who may work on which
asset, when. Isolation point identified, locked and tagged; earthing applied; proved dead /
test before touch; permit issued, returned and cancelled. In NZ this is the Safety Manual โ
Electricity Industry (SM-EI).
- Switching and earthing โ planned switching by authorised operators; apply working earths; treat
every conductor as live until isolated, earthed and proved dead.
- Live-line work โ only where de-energising is not reasonably practicable, by specifically
authorised people using approved glove-and-barrier or hot-stick methods and tested live-line
tools, under a live-line permit.
- Competency authorisations โ sector roles (switching operator, permit issuer, live-line worker,
cable jointer, safety observer) are individually authorised and re-assessed; see

Generation & network activities (sector-specific)

Method
- Set the jurisdiction (NZ/AU) and the sub-sector (generation / transmission / distribution)
and the asset and task.
- Stand up the work-control system โ permit / access authority, isolation, earthing, prove dead
(or authorised live-line); confirm competency authorisations.
- Screen the sector activities โ network work (switching, jointing, substation) and generation
(hydro/dam, geothermal, wind, BESS) and apply their controls.
- Route each hazard to its SME โ the electrical hazard to

and height, mobile plant, driving, confined space, water, haz-subs and mental health to theirs.
- State residual obligations โ competency authorisation, supervision, public safety, and a
site/task plan are required; every PCBU keeps its own duty. Hand off accordingly.
