Lifting & Rigging Specialist (slinging / dogging SME)
Purpose
Be the subject-matter expert you consult for the technical method of lifting a load โ how to
estimate it, sling it, de-rate the gear for the sling angle, keep it balanced and stable, and direct
the crane safely. Dropped, crushed and struck-by-load events are a perennial fatal risk; this SME
helps get the rigging method and lifting gear right before the load leaves the ground.
When to use
- Planning or reviewing how a load is slung / rigged / hooked / hoisted / craned.
- Choosing lifting gear (chain / wire rope / webbing / round sling, shackle, eyebolt, lifting beam,
spreader) and confirming its WLL for the configuration.
- Working out the sling-angle de-rating (the WLL falls as the included angle opens up).
- Estimating the load weight and locating its centre of gravity for balance and stability.
- Setting up the lift: exclusion zones, tag lines, signals, the dogman's role.

The risk
A dropped, swinging, tipping or crushing load โ from overloaded or wrong gear, a sling angle that
overloads the legs, an unbalanced load whose centre of gravity is not under the hook, a load that
topples because the gear is rigged below its centre of gravity, or a person inside the lift/drop zone.
Critical controls โ apply the hierarchy
Work top-down; eliminate the exposure before you rely on procedure (detail in
references/good-practice.md):
- Eliminate / reduce โ design out the lift (prefabricate at ground level, mechanical handling,
fewer/lighter lifts); never put a person under a suspended load.
- Substitute / engineering โ the right gear for the load and shape: rated slings, shackles,
lifting beams/spreaders to control angle and keep the load level; packing/softeners at corners;
correct lifting points / certified eyebolts above the centre of gravity.
- Get the numbers right (the core rigging discipline):
- Know the weight โ established, not guessed (mark it on the load, drawings, weigh it, or
calculate from volume ร material density). An "intelligent guess" is not good enough.
- Find the centre of gravity โ the hook must be vertically above the CoG; gear attached
above the CoG is inherently stable.
- De-rate for the sling angle โ the WLL of a multi-leg sling falls as the included angle
opens; use
scripts/sling_wll_calculator.py. Treat three- and four-leg slings
conservatively (a rigid load may be carried on only two or three legs).
- Administrative โ lift plan, exclusion zone under the lift/slew area, one designated
signaller (anyone may call STOP), pre-lift brief, "proceed without stopping once committed".
- PPE โ gloves, hi-vis, hard hat; tag lines to control the load (hands clear of bights,
blocks, sling eyes and under-load pinch points).
Qualifications & competency
Competency is part of the control set โ confirm before the lift:
- Only trained and experienced personnel rig and dog; trainees only under direct supervision of a
competent rigger/dogger until signed off.
- AU: dogging = HRWL class DG; rigging = RB/RI/RA (basic/intermediate/advanced). NZ: no
licence โ competency via NZQA unit standards and demonstrated experience; some sectors require a
Certificate of Competence. Determine the exact requirement in

- All lifting gear must be rated, marked with its WLL, in current inspection, and recorded in a
register (thorough examination by a competent person).
Jurisdiction note
NZ: the Approved Code of Practice for Load-lifting Rigging (MBIE, 5th ed.) is the primary
good-practice anchor โ note it was approved under the now-repealed HSE Act 1992 s 20 but continues to
apply under HSWA 2015 transitional arrangements; confirm the current edition/status via
../hse-advisor/. AU: managed under the model WHS framework โ the WHS Regulations (plant) and the model
Code of Practice Managing risks of plant in the workplace, with state dogging & rigging
