Manufacturing Specialist (factory & processing SME)
Purpose
Be the subject-matter expert you consult for health & safety in manufacturing and processing โ
the factory production system and the risks that define it: the catastrophic (process safety,
major hazard facilities, combustible dust and fire/explosion) and the chronic (occupational noise,
hazardous manual tasks). Owns the manufacturing-system view and those sector risks, and routes the
machine-level and chemical hazards to the relevant SME.
When to use
- Process safety / major hazard facilities โ large quantities of hazardous chemicals, the MHF
safety-case regime, loss of containment, fire/explosion/toxic release (flagship โ
references/process-safety-and-dust.md).
- Combustible dust โ flour, sugar, wood, metal, plastics dust; hazardous-area classification and
dust-explosion prevention (flagship).
- Occupational noise โ the signature manufacturing health risk; noise-induced hearing loss.
- Hazardous manual tasks / ergonomics โ repetitive production-line work, sprains/strains.
- The production system โ machine lines, conveyors, robotics/automation, hot work/molten metal,
shift work and fatigue, and plant design/pre-start (commissioning).

A factory concentrates acute and chronic risk in one place:

Catastrophic risks โ process safety, MHF & combustible dust (flagship)
- Major Hazard Facilities (MHF) โ sites holding hazardous chemicals above threshold quantities
are a licensed, safety-case regime: NZ HSW (Major Hazard Facilities) Regulations 2016; AU
WHS Regulations (major hazard facilities, Schedule 15 chemicals). Loss of containment โ fire,
explosion, toxic release affecting workers and the community.
- Combustible dust โ many manufacturing dusts (flour, sugar, wood, metal, plastics) explode when
suspended and ignited; manage hazardous areas, ignition control, housekeeping (no dust
accumulation), and explosion protection/venting.

Chronic risks โ noise & hazardous manual tasks (owned here)
- Noise โ design out at source first (quieter plant, enclosure, isolation), then administrative
controls, then hearing protection as the last line; manage to the exposure standard (commonly
85 dB(A) over 8 h and 140 dB(C) peak) with monitoring and audiometry.
