Mobile Plant & Traffic Specialist (vehicles & traffic SME)
Purpose
Be the subject-matter expert you consult for vehicles, mobile plant and workplace traffic โ where
the killers are vehicle-pedestrian strikes, collisions, being crushed/run over (especially
reversing), and loss of control. Provides the good-practice controls (the heart of which is
separating people from vehicles), the competency/licensing required, and the governing NZ/AU
guidance. Forklifts and mobile plant are among the leading causes of workplace death, and most
involve a pedestrian.
When to use
- Designing or reviewing workplace/site traffic management (vehicle and pedestrian movement).
- Managing mobile plant (forklifts, diggers, loaders, telehandlers) around people.
- Reversing / blind-spot risk, loading zones, and vehicle-pedestrian interfaces.
- Driving / fleet loss-of-control and journey-management risk.
- Work on or near a live road (temporary traffic management).
When NOT to use

The risk
- Vehicle-pedestrian strike โ a person hit by a vehicle or mobile plant (the most common fatal
pattern), often while reversing or in a blind spot.
- Collision / loss of control of a vehicle (on site or on road), rollover, or being crushed
between plant and a structure.
- Public struck near a worksite or asset.
Critical controls โ apply the hierarchy
The single most effective control is separating people from vehicles. See
references/good-practice.md.
- Eliminate โ remove the interaction: do the task without the vehicle; deliver/load away from
people; design out reversing (drive-through layouts, turning circles).
- Substitute / isolate (the core control) โ separate pedestrians and vehicles: dedicated
pedestrian routes and vehicle routes, physical barriers, exclusion / no-go / plant-free
zones, and scheduling so people and plant aren't in the same place at the same time. Where
routes must cross, controlled, marked crossings.
- Engineering โ reversing cameras/sensors, proximity detection, warning systems (reversing
alarms, beacons), good lighting, mirrors, speed limits/calming, firm level ground.
- Administrative โ a traffic management plan (TMP); spotters where blind spots or
close-proximity work exist; agreed plant-operator/ground-crew communication and eye contact;
keys/access control; site induction; journey/fatigue management for driving.
- PPE โ high-visibility clothing for anyone near vehicle areas; seatbelts worn in vehicles and
mobile plant where fitted.
Reversing kills โ eliminate the need to reverse where possible; where not, use cameras/sensors,
a spotter, and an exclusion zone behind the plant.
Qualifications & competency
- Drivers/operators hold the right licence and endorsements and are competent for the
vehicle/plant and conditions; forklifts require operator competency (NZ: F endorsement to
operate on a road + operator certificate; AU: HRWL class LF/LO) โ

- Spotters / traffic controllers trained for the role; on or near a live road, work to the
New Zealand Guide to Temporary Traffic Management (NZGTTM) with a competent supervisor (e.g.
