Violence & Aggression Specialist (work-related violence SME)
Purpose
Be the subject-matter expert you consult for work-related violence and aggression โ incidents
where a person is abused, threatened or assaulted in circumstances relating to their work. Provides the
good-practice controls (design out the opportunity; protect lone and front-line workers; respond and
support), the competency required, and the relevant NZ/AU guidance. Clients and customers are the
most common source, and claims are rising โ this is a managed safety risk, not just "part of the job".
When to use
- Customer/client-facing work, cash/valuables handling, retail, hospitality, healthcare, social
services, transport, security, enforcement.
- Lone, remote or in-home work, and public-facing sites/assets.
- Designing controls for aggression, threats, assault or armed offending (robbery).
When NOT to use
- The psychological harm / work-design side (bullying, harassment, trauma exposure as a
psychosocial hazard) โ

The risk
Physical (and psychological) harm from people โ verbal abuse and threats, intimidation, physical
assault, sexual assault, and armed offending/robbery โ to workers and sometimes the public.
Heightened for lone, in-home, public-facing and cash-handling work, and where people are distressed,
affected by drugs/alcohol, or where there's conflict.
Critical controls โ apply the hierarchy
Use a planโdoโcheckโact approach (assess whether violence is a risk โ put controls in place โ
check via incident/near-miss reports โ improve). See references/good-practice.md.
- Eliminate / reduce the opportunity โ minimise cash/valuables on site (drop safes, cashless),
remove triggers, manage queues/waits, and avoid lone exposure to known-high-risk situations.
- Substitute / isolate (engineering & environment) โ design out violence: lighting, sightlines,
layout, controlled access, screens/barriers at counters, secure rooms/exits, CCTV, duress/
panic alarms, and secure cash handling. Separate the worker from the threat where possible.
- Administrative โ a clear zero-tolerance policy with signage; de-escalation and
personal-safety / robbery-response training; lone-worker procedures (check-ins, tracking,
buddy systems, vehicle/personnel tracking); pre-visit risk screening for in-home work; pre-
employment screening for high-risk roles; easy incident reporting and follow-up.
- Response & recovery โ emergency/duress response that summons help fast; post-incident support
(immediate support, counselling/EAP) for those harmed or who witness an event; learn from events.
- PPE / individual โ generally minimal for violence; the controls are environmental, procedural and
responsive. (Body-worn cameras/personal alarms in some contexts.)
Lone and in-home workers are a priority โ communication/check-ins, tracking, a way to summon
help (duress alarm), de-escalation skills, and the right to withdraw from an unsafe situation.
Qualifications & competency
- Workers in exposed roles trained in de-escalation, personal safety and robbery/incident response;
lone workers trained for their context.
- Security measures fit for purpose; those operating them competent.
- Leaders trained to support affected workers and to take reports seriously.
Jurisdiction note
NZ: WorkSafe "Violence at work" guidance (incl. customer-service areas); the duty flows from the
general HSWA duties (the definition of health includes mental health, so threats/aggression are in
scope). AU: Safe Work Australia work-related violence and aggression guidance under the model WHS
duties (and psychosocial regs where the harm is psychological). No single dedicated Code in either
