Trigger this skill when legal reasoning encounters any of the following: (1) the statutory text is ambiguous or admits multiple readings; (2) applying the provision to concrete case facts is contested; (3) an argument is needed that a provision should / should not apply to a particular situation; (4) the parties disagree on the meaning of the same provision; (5) provisions appear to conflict on the surface and must be reconciled through interpretation; (6) novel facts cannot be mapped directly onto existing statutory text; (7) legal application in a judgment document must be analyzed or challenged. The core of this skill is to apply textual (grammatical), systematic, teleological, and other methods of legal interpretation to rigorously interpret and argue key provisions, reach a reasonable and defensible legal meaning, and present the interpretive process and conclusion in a standardized form.
