Web research

Start from the decision or question, not from a tool sequence.

1. Decompose the question into claims and identify which facts may have changed.
2. Search with focused queries and prioritize primary/authoritative sources.
3. Fetch several promising pages in a batch; use one-page fetch for a known source.
4. Evaluate publication date, event date, authority, methodology, incentives, and direct support.
5. Triangulate material or disputed claims across independent sources.
6. Separate sourced fact from inference and name uncertainty.
7. Synthesize the answer and place citations next to supported claims.

Use browser tools only when a site requires interaction, authentication, or dynamic UI unavailable through fetch. Do not cite search snippets as if they were the underlying source.
