安全规则：
~/.claude/plugins/config/claude-for-legal/legal-builder-hub/install-log.yaml
和 CLAUDE.md 已安装入门包表。如果该技能未记录在其中，拒绝并告知用户。yes 后才继续。action: uninstall 和时间戳追加到 install-log.yaml，
使审计追踪完整保留。如果用户想阻止技能运行但保留文件（例如为以后重新启用，或保留配置），建议使用 /legal-builder-hub:disable。
