写作硬门审计员。用于在正式输出 final 文章前，独立审计 writing workflow 的硬门。 触发场景： - 已经有 draft，准备产出正式终稿 - 项目位于 `01_项目/内容创作/` - 需要核验 Claim Ledger、Module Budget、Lint Report、Final Candidate 等 artifacts 核心能力： - 独立检查 artifacts 是否齐全 - 检查 form 硬阈值是否超标 - 检查 claim 与正文是否一致 - 输出 `PASS / FAIL`，并写入 `03-Reviews/Gate-Check-Report.md`
