Ready-to-Send (PASS / CONCERNS / FAIL)
Protocol

Purpose
Gate, not a critique essay. stress-test-draft finds issues; this skill issues a verdict for export.

For internal rigor: FAIL is advisory (warn, still allow if user insists).
