Preserve comments explaining constraints or tradeoffs. When evidence is insufficient, retain the code and report the uncertainty instead of inventing cleanup work. Verify affected behavior using `docs/agent-playbooks/verification.md`, reuse existing checks for unchanged code, and report the useful simplifications.
