Use when drafting or revising the 中文摘要 or 英文 abstract for a 《中国行政管理》(Chinese Public Administration, CPA) manuscript — the journal run by the Chinese Public Administration Society. 当摘要写成"具有重要意义"套话、看不出研究问题方法发现、或中英文不对齐时使用。Enforces the question→method→finding→significance four-part pattern, forbids empty-significance phrases, and keeps the abstract anchored in a public-administration theory frame.
