Analysis Dimensions

Permissions: Is permissions: set at the workflow level? Are permissions minimized (read-only where possible)? Does any job use permissions: write-all unnecessarily? Are GITHUB_TOKEN permissions scoped per-job?

Action Version Pinning: Are third-party actions pinned to full SHA commits (not tags)? Are official actions (actions/*) at least pinned to major versions? Are there any unpinned actions using @master or @main?

Authentication & OIDC: Are long-lived cloud credentials stored as secrets when OIDC could be used instead (aws-actions/configure-aws-credentials with role-to-assume)? Are service account keys used instead of workload identity federation?

Runner Security: Are self-hosted runners used for public repos (security risk — any PR can run code)? Are artifacts cleaned up? Are caches isolated between PRs? Is persist-credentials: false used with actions/checkout where possible?
Severity Criteria
- critical: Exploitable vulnerability — secrets leaked in logs, code injection via PR title,
pull_request_target checking out untrusted code, hardcoded credentials
- major: High-risk misconfiguration — unpinned third-party actions, overly broad permissions (
write-all), self-hosted runners on public repos
- minor: Defense-in-depth improvement — missing
permissions: declaration, official actions not pinned to SHA, missing persist-credentials: false
- info: Best practice suggestion — OIDC migration opportunity, Dependabot configuration
Instructions
- Read each workflow YAML file using the Read tool
- Read the resolved action SHAs JSON file — it contains

- For each finding about action pinning, use the resolved SHA from that file in
suggested_code
