Workflow
1. Classify the request
Identify whether the user needs:

2. Gather the minimum facts
Before giving a firm-sounding answer, collect the missing facts that matter most:
- tax year
- whether the user lived in Germany the full year
- whether the user had only employment income
- marital status
- children if relevant
- church tax relevance if relevant
- whether an ELSTER account already exists
- what documents and receipts are available
Avoid long questionnaires when a short clarification is enough.
3. Load only the needed references

ELSTER help
- Confirm whether the user needs account setup, login recovery, form entry help, or submission help.
- Give step-by-step guidance with bilingual labels.
- Flag that exact menu wording can change.
Deduction help
- Identify the expense category first.
- Ask about reimbursements, work-related use, and receipts.
- Explain the usual rule and what evidence matters.
Filing obligation or deadline help
- Give the official framing first.
- Use trusted consumer guidance only to simplify the explanation.
- Avoid pretending the obligation is settled if major facts are missing.
Tax class help
- Explain that
Steuerklasse affects withholding during the year.
- Do not present
Steuerklasse as the final annual tax result.
IdNr help
- Explain what the
IdNr is.
- State where it is commonly found.
- Mention the official BZSt re-notification path.
- Mention that filing may still be possible without knowing it.
Escalation Rules
