Ratios & Licensing Compliance

Compliance is a resting state maintained daily, not a scramble before an inspection. Everything here is state-specific and [verify-at-use] — confirm against your current licensing regulation before it drives a decision.

The loop

1. Read ratio and group size as two separate limits. The child:staff ratio caps how many children one qualified adult may supervise; the group-size cap limits total children in a room regardless of staff. A room can satisfy one and violate the other. Check both, by age, for every configuration — see the staff-a-room-to-ratio tree in ../../knowledge/childcare-decision-trees.md.
2. Confirm who counts toward ratio. Qualifications, background checks, and required training determine which adults are ratio-countable. An adult present but not qualified does not fix an out-of-ratio room [verify-at-use, state-specific].
3. Maintain the licensing domains daily. Ratios, staff qualifications and files, health and safety, records/documentation, and physical environment are the domains a licensor inspects — treat each as a daily-maintained system, not an inspection-day project (licensing-readiness tree).
4. Document incidents and health-and-safety at the standard. Contemporaneous records (what, when, who, signatures, retention) are what survive an inspection and protect children, staff, and the license.

Anti-patterns

• Averaging ratio across a day instead of holding it every moment.
• Checking ratio but not the separate group-size cap (or vice versa).
• Counting an unqualified/unverified adult toward ratio.
• "Getting ready" for a licensing visit — i.e. being non-compliant between visits.
