What to Review

Review a single Initiative specified by ID.

Step 1: Read Initiative Frontmatter

Step 5: Assess Alignment

Assess three dimensions by comparing the Initiative against the RHAISTRAT Outcome:

1. Objective Advancement: Does the Initiative's objective contribute to achieving the Outcome? Is the Initiative working toward the same strategic goal, or is it tangential? An Initiative that delivers infrastructure the Outcome depends on counts as advancing it, even if the connection is indirect.

2. Scope Consistency: Are the Initiative's in-scope deliverables consistent with what the Outcome intends? Does the Initiative overreach into other Outcomes' territory, or miss key aspects the Outcome calls for? Partial coverage is fine if the Initiative is one of several contributing Initiatives.

3. Success Criteria Contribution: Do the Initiative's success criteria, when met, demonstrably advance the Outcome's measures of success? Or could the Initiative succeed without the Outcome benefiting?

Alignment Verdicts

• strong: The Initiative directly advances the Outcome across all three dimensions. Objective, scope, and success criteria are clearly aligned.
• partial: The Initiative advances the Outcome in some dimensions but has gaps — tangential scope elements, success criteria that don't map to Outcome measures, or an objective that only loosely connects. This is the default when uncertain.
• weak: The Initiative has significant misalignment — the objective doesn't meaningfully advance the Outcome, scope drifts into unrelated territory, or success criteria measure things the Outcome doesn't care about.

When uncertain between two verdicts, choose the more conservative one (partial over strong, weak over partial).

Step 6: Write Output

Write artifacts/initiative-reviews/{ID}-alignment.md with the Write tool, which creates parent directories on its own. Do not run mkdir first — it is denied in headless runs and costs a turn per agent.
