Execute assessment in these phases:

Phase 1: Discovery

SCAN the plugin structure completely:

For each skill, perform comprehensive reference file analysis:

• Is it OUTDATED compared to SKILL.md?

Step 5: Generate Recommendations

For each orphaned file, provide specific action:

CONTENT: 450 lines of advanced configuration examples
ANALYSIS: Contains unique content about hook configuration not covered in SKILL.md
