安民可与行义，而危民易与为非 - Contented people will support righteous action; endangered people are easily led into rebellion.
Contented (安) - People feel secure, basic needs met, treated fairly
Endangered (危) - People feel threatened, impoverished, oppressed
Chen She, despite lacking noble status, military experience, or exceptional ability, successfully led a rebellion because the people were endangered (民危也).
