| name | client-onboarding |
| description | Assemble a compliant client/customer onboarding pack for a Kosovo financial firm (MFI, NBFI, insurer, payment/e-money, fintech, advisory firm) — KYC/CDD intake, the product contract or service agreement, BQK-style pre-contractual disclosures (fees, effective interest rate, complaint handling), data-protection consent, and the onboarding record for the file. Trigger with "onboard a client", "new customer pack", "account opening documents", "loan onboarding", "service agreement for a new client", "disclosure documents", "onboarding checklist". Do NOT use for the AML reports themselves (use aml-kyc-pack for STR/CTR) or for financial-statement reporting (use financial-reporting). |

/client-onboarding
Onboard a customer the way a BQK-supervised firm should: identity and AML, the right contract, the disclosures the customer must receive, and a clean file. This drafts the pack and structures the steps — it is not legal/compliance sign-off, and the firm's compliance officer owns the decisions.
Usage
/client-onboarding $ARGUMENTS
Examples:
/client-onboarding new borrower at an MFI, €8,000 consumer loan, 24 months
/client-onboarding onboard a merchant for payment services
/client-onboarding account-opening pack for a corporate client
/client-onboarding motor TPL policy onboarding for an individual
/client-onboarding what disclosures does this loan need?
The onboarding pack (5 parts)
1. KYC / CDD intake
Identity, beneficial ownership, sanctions/PEP screening, risk rating — run via /aml-kyc-pack and attach the CDD file. Retain ≥ 5 years.
KYC status: [ ] complete [ ] EDD pending Risk: [standard/high]
Sanctions/PEP: [ ] clear UBO verified: [ ] yes
2. Product contract / service agreement
Pick the contract to the product and capture the commercial terms:
| Product | Contract | Key terms to capture |
|---|
| Loan / microcredit | Credit agreement | principal, term, nominal + effective interest rate (EIR), fees, repayment schedule, collateral, default terms |
| Leasing | Lease agreement | asset, term, payments, residual, ownership transfer |
| Payment / e-money | Framework contract | services, fees, value dates, liability, complaint route |
| Insurance | Policy + IPID-style summary | cover, exclusions, premium, claims process |
| Advisory | Mandate | scope, fees, conflicts, suitability |
3. Pre-contractual disclosures (consumer protection)
BQK imposes transparency/consumer-protection duties. Before signing, the customer must receive:
DISCLOSURE SHEET — [product]
Total cost: fees + interest, with the EFFECTIVE INTEREST RATE clearly shown
Repayment schedule (for credit)
All charges (origination, late payment, early-repayment)
Right of withdrawal / cooling-off (if applicable — confirm)
Complaint-handling: how to complain, and escalation to BQK
Key risks and the customer's obligations
The specific BQK consumer-protection regulation and the required disclosure format are verify-items — confirm the current rule and any mandatory template (see research/kosovo-financial-sector.md).
4. Data protection
Capture lawful basis / consent for processing personal data and explain retention. (Kosovo personal-data-protection law administered by the Information and Privacy Agency — confirm current law number.)
5. Onboarding record
ONBOARDING RECORD — [customer] Date: [DD.MM.YYYY]
[ ] KYC/CDD complete & filed (≥5-yr retention)
[ ] Sanctions/PEP screening done
[ ] Risk rating assigned; EDD if triggered
[ ] Contract signed (both parties)
[ ] Disclosures delivered & acknowledged
[ ] Data-protection consent captured
[ ] Copies issued to customer

Reference (cache)
- Regulator: BQK (Central Bank of Kosovo) — licensing, supervision, consumer protection.
- AML: Law 05/L-096; CDD + 5-year retention; reports to FIU (NJIF) — see
/aml-kyc-pack.
- Disclosure: effective interest rate, all fees, complaint route to BQK; exact format is a verify-item.
- Motor TPL (insurers): compulsory under Law 04/L-018; Kosovo Insurance Bureau (BKS).
What this skill does NOT do
- Not legal/compliance sign-off — compliance reviews and approves.
- Does not run live screening or file AML reports — use
/aml-kyc-pack; the firm files to the FIU.
- Does not state BQK disclosure formats or withdrawal rights as settled — verify-items.
- Does not set interest rates or pricing — it captures and discloses the firm's terms.
Tips
- KYC gates everything — no completed CDD, no onboarding.
- Show the effective interest rate, not just the nominal — it's the disclosure that matters most for credit.
- Deliver and log the disclosures before signing; "acknowledged" in the record protects the firm.
- Confirm the BQK disclosure template for the product before relying on the sheet.
- Chain into
docx/pdf for the signable contract and disclosure sheet; run /aml-kyc-pack first for the CDD file.
