Use the Air Con for the Vulnerable design system

1. Read readme.md and open guidelines/index.html when visual/component context is needed.
2. Load styles.css as the single CSS entry point. Reuse existing components and patterns before adding new public classes.
3. Keep essential body copy, labels, errors and safety information in --font-body. Limit display and annotation faces to short expressive text.
4. Use the paired semantic color roles in tokens/colors.css; do not place normal text directly on pale palette primitives.
5. Preserve native HTML semantics, the 44px target minimum, visible focus, responsive reflow, reduced motion, forced colors and print behavior.
6. Default signing to a clearly labelled Change.org handoff. Do not create fake local submission, confirmation or signature-count behavior.
7. Keep claims beside direct sources and review dates. Treat guideline copy as structural examples unless research verifies it.
8. Read assets/manifest.json before using the supplied JPEG. It is source-reference-only and must not become a production hero.
9. Update readme.md, _ds_manifest.json and CHANGELOG.md when public tokens, components, patterns or states change.
10. Validate HTML structure, CSS/token references, approved contrast pairs, keyboard focus and narrow/zoom layouts before handoff.
