Hazardous waste is a SUBSET of hazmat with additional EPA requirements under RCRA.
EPA tracks waste from cradle to grave. Uniform Hazardous Waste Manifest (EPA Form 8700-22) accompanies shipment.
Generator + transporter + disposal facility all need EPA IDs.
DOT applies (it's hazmat). PLUS EPA RCRA applies (it's waste). Both citations possible.
Some states more strict than federal. NJ, CA particularly demanding.
