Each transport mode has unique hazmat regulations. International codes (IATA/IMDG/RID) harmonize with US rules.
Highway (49 CFR 177)
Most detailed. Defaults assumed unless other-mode specified.
Rail (49 CFR 174)
Additional packaging requirements, different placarding, distinct rolling stock specs.
Air (49 CFR 175 + IATA DGR)
Most restrictive. Many DOT-allowed materials are FORBIDDEN for air. Lithium battery limits tighter.
Vessel (49 CFR 176 + IMDG)
International maritime — IMDG Code. Stowage requirements at column 10 HMT.
Intermodal
Most restrictive mode applies. Marking + packaging must comply with all relevant modes.
