Non Bulk Vs Bulk Packaging
Threshold definition (49 CFR 171.8):
- Bulk: max capacity > 119 gal (450L) liquid, > 882 lb (400 kg) solid net mass, > 882 lb water capacity gas, OR any single packaging that loses bulk status.
- Non-bulk: under those thresholds.
Implications
- Bulk always requires placarding
- Bulk requires ID number on placard / orange panel
- Bulk shipping papers more detailed
- Bulk inspection more intensive

- IBC (250-gal): bulk
- Tank truck: bulk
