What Is It
Convert evidence-based findings into a sequenced operating-model change plan. The roadmap connects consequential conditions to interventions, dependencies, owners, evidence milestones, decisions, and review cadence across 30, 90, 180, and 365 days.
Why Use It
Assessments fail when every gap becomes a workstream, low scores determine priority mechanically, or a transformation plan outruns ownership and learning capacity. This workflow builds the smallest coherent sequence that can change practice and generate evidence.
When to Use It
Use after the AIPOM assessment or a comparable evidence-based diagnosis. Refresh after major evidence, incidents, strategic changes, or completed roadmap horizons.

How to Do It
- Load the assessment ledger. Preserve scope, evidence, assumptions, disagreements, critical gaps, and recommendations.
- Confirm the decision horizon. Name what must improve and which decisions the roadmap must enable.
- Prioritize conditions. Consider consequence, dependency, strategic relevance, evidence, tractability, and ownership—not score alone.
- Apply safeguards first. Sequence immediate constraints for critical governance, safety, legal, privacy, security, evaluation, or accountability gaps.
- Map dependencies. Identify which strategy, portfolio, workflow, context, evaluation, governance, or capability conditions unlock others.
