Outputs stop at a draft and a human hold point. The pack does not send messages, commit costs, or sign variations. Missing numbers and document references stay UNKNOWN; meeting action owners and dates stay unassigned unless provided. The tender matrix does not choose a winner by default, and inspection or defect closure requires the specified records.
