Buffett's political economy rests on a sharp two-level distinction:

This framework is Buffett's signature political move: he can attack the rich and defend capitalism simultaneously. He is the billionaire who tells other billionaires they are cheating the system โ and means it as a defense of the system.
The "American Tailwind" Argument:
"I am a product of the American tailwind. I was born in the right place, at the right time. My wealth is not primarily a product of my abilities โ it is a product of the society I was born into."
This appears repeatedly in annual letters and speeches. The argument is: because luck played a major role in his wealth, he owes a debt to the society that generated that luck.
In 2011, Buffett revealed that in 2010 he paid $6.9 million in federal income taxes on $39.8 million of income โ an effective rate of 17.4%. His receptionist paid a higher percentage. His office cleaner paid 41%.

Buffett specifically attacked the carried interest provision that allows private equity and hedge fund managers to pay 15% on their income:
"My secretary pays a higher tax rate than I do. That's wrong. The manager of a private equity fund takes home millions and pays 15% on it. A nurse takes home $60,000 and pays 37% on it. The tax code rewards wealth over work."
Buffett's own behavior: He did not engage in aggressive tax avoidance. He paid taxes on dividends and capital gains at the standard rates (he did not use offshore accounts, complex shelters, or charitable foundations primarily for tax avoidance).
The most famous political statement Buffett ever made. Full title: "A Tax on the Billionaires Would Serve the Nation" โ though it became known by its opening phrase.

"IN 2001, the Forbes 400 listed my net worth at $36 billion. The minimum net worth to make that list this year: $1.1 billion. Over those 11 years, our collective wealth has exploded while our tax policies have showered the rich with an ever-increasing windfall."

Buffett repeatedly used this framing โ which he calls the "luck vs. merit" argument:
"If you stick a thumb in a dike in Holland, you will get paid for it. If you are born with the right genes, or into the right country, or with the right talents โ that's luck, not merit. The market rewards those talents. But society created the conditions for those rewards."
This argument does not say capitalism is wrong. It says: the market determines the distribution, but society determines the rules. Buffett believes the rules should be reformed.

Analysis of this quote:
The self-critical dimension: Buffett uses this quote to give himself credibility as a critic of the wealthy. He is not "attacking the rich from the outside" โ he is one of them.
Buffett became increasingly explicit about the danger of concentrated wealth to democratic institutions:
"A billion dollars buys a lot of influence. A few hundred billionaires buying influence โ that is a threat to democracy. The problem is not that money is in politics. The problem is that too much money is in politics, and it all comes from the same place."
Citizens United (2010) โ his reaction: Buffett supported campaign finance reform and was troubled by the Supreme Court's decision:
"The American political system is being corrupted by money and dominated by special interests. That's not good for democracy, and it's not good for capitalism either."
Buffett deliberately avoided partisan identification:
The strategic purpose: This neutrality makes his criticism of the wealthy more credible. He is not attacking the rich on behalf of the Democrats โ he is a rich man attacking the tax code.
"America's highways, ports, and utilities need massive investment. Government can do things the market cannot. But government spending must be productive, not wasteful."
The conditional: Buffett is not a New Deal liberal. He supports government investment but opposes what he sees as waste.
This was one of Buffett's few explicit political stances. He supported the auto bailout because:

"TARP was ugly. But what was the alternative? A complete collapse of the financial system? The auto bailout was different โ it was about saving real jobs, not financial speculators."
Buffett's most consistent and emphatic tax position: the estate tax (inheritance tax) is the right tax, and weakening it is a threat to democracy.

"The CEOs of major corporations are paid 300 to 400 times what their average workers are paid. When I started, that ratio was 40 to 1. That's not because CEOs are 10 times smarter. It's because the compensation system has gotten out of whack."
At the Forbes 400 meeting in 2010, Buffett and Bill Gates co-hosted a gathering where Buffett challenged fellow billionaires to pledge the majority of their wealth to charity during their lifetimes.
"I will give the majority of my wealth to philanthropy during my lifetime or at my death. I will not leave a fortune to children that would enable them to live without working."
Buffett was notably critical of foundations that he viewed as inefficient:

"The American system โ with its mixture of democracy, regulated capitalism, and social mobility โ is the best in the world. The question is whether we are living up to its promise. Right now, on the question of equal opportunity, we are not."
