Rules

• Do not assign high/xhigh reasoning to every worker.
• Prefer Spark or mini for exploration, summaries, and small low-risk tasks.
• Use independent reviewers for high-risk claims.
• Require a worktree for write phases.
• Keep intermediate outputs as artifacts, not just context.
