When This Must Trigger
- A creator submission needs approval before publication, amplification, or payment milestone.

- A revised asset needs a traceable rerun against the same brief/canon version.

Skill Contract
Reads: one frozen submission, brief/canon version, approved claims/disclosures, platform requirements, and usage context. Writes: a user report and, only with permission, a v3 artifact.
